把 Laya 的有类型决策（`noul` 是/否、`choice`、`score`）接成一等 Cordis 服务（`ctx.laya`）与两个模型可见工具 `laya_ask`、`laya_plan`。插件自身不安装也不下载任何东西：它是你自己启动的 `laya-mcp serve` 边车的客户端，边车未运行时会明确报出，而不是在首次工具调用时隐晦失败。
