ctx.web 的 fake-ip 感知抓取后端，接管官方 http provider id：当某主机名的每一条 DNS 应答都是代理 fake-ip 段（默认 198.18.0.0/15）内的占位地址时予以接受，从而在 mihomo/Clash TUN 模式下无需关闭 fake-ip、也无需设置代理环境变量即可使用 web_fetch；IP 字面量与私有、回环、保留地址仍被拒绝。
